March 19, 2013: William L. Howard, II Plea Agreement and Statement of Facts

FORMER COPPIN ACADEMY PRINCIPAL PLEADS GUILTY TO  FELONY THEFT FROM STUDENT ACTIVITY FUND

State Prosecutor Emmet C. Davitt announced today that former Coppin Academy Principal William L. Howard, II, 37, pleaded guilty in the Baltimore City Circuit Court to stealing over $10,000.00 from the Coppin Academy High School Student Activity Fund. When indicted last December, Dr. Howard was employed as Assistant Vice President for Academic Services at Saint Mary’s College of Maryland. The Honorable Michael Reed imposed a sentence of probation before judgment, placed the Defendant on 4 years probation and ordered him to pay $10,300.00 in restitution to the school system, which Dr. Howard immediately paid at sentencing. He further ordered Dr. Howard to perform 150 hours of community service.

 According to a statement of facts presented to the court, between April 25, 2011 and November 30, 2011, Dr. Howard made four unauthorized transfers totaling $10,300.00 from the Coppin Academy Student Activity Fund bank account into his personal bank accounts and used the money for personal purposes including wedding expenses. Dr. Howard had left Coppin Academy in 2008. This matter was referred to the Office of the State Prosecutor by the Baltimore City School System.

State Prosecutor Emmet C. Davitt stated: “Stealing from a Student Activity Fund set up for the students of Coppin Academy is a reprehensible offense and simply cannot be tolerated.”
