Charles M. Blomquist was appointed Deputy State Prosecutor in January 2020. Mr. Blomquist oversees Office of the State Prosecutor operations, including all agency investigation and litigation efforts, as well as carrying an active public corruption caseload.
Prior to his appointment, Mr. Blomquist served for 20 years as an Assistant State’s Attorney with the Office of the State’s Attorney for Baltimore City, most recently as chief of the Gun Violence Enforcement Division Unit. He was previously Chief of the Crime Strategies Unit, and prior to that a senior prosecutor for many years in the Homicide Division. Immediately after graduating from law school, Charles clerked for the Honorable John C. Byrnes, Circuit Court for Baltimore City, and then joined the State’s Attorney’s Office. He is a past President of the Bar Association for Baltimore City, and a member of the Board of Governors of the Maryland State Bar Association.
In a somewhat unusual career path, Charles began a reserve military career after completing a two year assignment with the United States Peace Corps as a small business advisor with the Fiji Development Bank. He remains an active member of the Maryland Army National Guard, with multiple combat deployments to Afghanistan and Iraq, along with several rotations to the Republic of Korea. He currently holds the rank of Colonel.
His work in the legal community has been recognized by the following awards: the Maryland State Bar Association BG Sherman Award – Military Law Section, The Bar Association of Baltimore City Presidential Award, Daily Record Leadership in Law Award, Maryland Bar Foundation’s Joseph Curran Public Service Award, MSBA Leadership Academy Distinguished Alumni Award. His military awards include two Bronze Star Awards, along with a two French military awards.
Charles holds a Bachelors of Arts from Grinnell College, along with a Master in Public Administration from the University of Pittsburgh, a Master of Divinity from Pittsburgh Theological Seminary and a Juris Doctor from the University of Baltimore. In 2018, Charles graduated from the U.S. Army War College with a Masters of Strategic Studies.
He and his wife, Joan Lewis Blomquist, are the proud parents of two sons, David Blomquist, a teacher with AmeriCorps in Philadelphia, PA; and 2LT Andrew Blomquist, assigned to the 101st ABN DIV, Fort Campbell, KY.
